I have a Basset Hound. Do dogs need coats in the winter?

Our 2.5 yo, 4.5LB Chihuahua, Lulu, was adopted 5 months ago. During this time she has sporadic coughing or reverse sneezing fits especially when excited. She is fed premium food, walked daily, has her distemper, CAV2, parainflu, and parovirus. She is not social with other animals. We keep a steady flow of fresh air throughout our home but the temp never dropped below 20°C. Is this normal? We plan on her getting vacced for Bordetella and Lyme

Hello, Our dog is around 15 and suddenly has a purple tongue and finding it hard to breathe as well as pooing every where. Walking around fine all day and playful.
Ziggy, very small miniature pinscher, has been reverse sneezing off and on for 3 days. We just put down a large area rug, brand new, about 7 days ago. That's the only change. Where I live, there isn't any blooming flowers yet. I just feel so bad for him. Anything I can do? I did a steamy bathroom but it didn't help.
Ok so I have an issue. Its getting cold here and we are looking at some very heavy snow this year. All three of our dogs are rather thin coated. The older two refuse to potty outside if its too cold. Would sweaters help? Also the youngest is less than two pounds (tiny chihuahua mix) and even though he's not allowed outside yet we like 2 to 4 inches above our floor tend to get cold no matter what temperature we keep the house at how can I help him stay warm?
I put a Sergeant dual action collar on My chihuahua yesterday. Today her neck was red and was wining. I took the collar off and washed the dog very well. Could she have a allergic reaction to the collar or the chemical it is made out of. Is there anything else we can do?

Since Pepper went to Rainbow Bridge Dolly does a lot of pawing her pillows and blankets when I take her to bed. Could. She be trying to leave her scent to claim territory? She didn't do this as much when Pepper was here.
My yorkie is approximately 10 years old and has very itchy skin, coat has small white flakes and she sneezes a lot. Sometimes she has a hard time getting comfortable due to the itchiness.
