My kitten Cleo just got her new cat scratcher a week ago but hasn't used it for scratching yet. It has a toy attached and she loves to play with that but not scratch. How can I get her to scratch it instead of my pants or couch?

My cat will not stop obsessively scratching the carpet no matter what I do.
