I'm guessing as a binder. My understanding is that guinea pigs cannot consume potato products and as a rule I don't feed it to them. I did scrape off the starchy/"glue" part and toppings and give the bakes to them. They definitely enjoying destroying the bale and seemed to like the quality of the hay used!
